From what I hear workshops are busted. People list 50 things to look out for when setting up a workshop, but its mostly useless information since theres no guarantee any of it is simulated. It wasnt that long ago when the best strategy was to make a Tannery everywhere you can, even in a town with another Tannery. Thats the level of simulation here.
I made a wool workshop in a city where two of the three villages produced sheep - it was operating at a loss of 600-ish for at least 2-3 weeks, and now (with the removal of the workshop profit cap) it's making 800-2400 a day. Alright, I will try to be more patient.
